Unofficial ballot totals showed Republican Mark Harris ahead of Democrat Dan McCready by 905 votes in the 9th Congressional District.
Harris' campaign has denied any knowledge of potentially illegal behavior that took place on his behalf.
Allegations of flagrant absentee ballot fraud in a North Carolina district have thrown the Election Day results of one of the nation's last unresolved midterm congressional races into question. "This election system they have - I can't begin to understand what "ballot harvesting" is". "People should be responsible for their own votes". "Were they appropriately submitted?"
In affidavits offered by the state Democratic Party, some Bladen County voters have described that people came to their homes to collect their absentee ballots, whether or not they had been fully completed or sealed in an envelope to keep them from being altered.
A look at the numbers from the GOP primary in North Carolina show that Harris won by an extraordinary margin in the absentee-by-mail results, with an edge of 437-17 over Rep. Robert Pittenger (R-NC). Usually, those witnesses are family members or friends.
They are also investigating the possibility that absentee ballots were gathered in areas considered to be supportive of McCready but never turned in. However, I believe the allegations in North Carolina and other states might be a godsend for those of us who want serious electoral reform.
Woodhouse would be smart to call for a new election rather than insist on certification for Harris. At that time, the GOP chair demanded a quick certification before the Democratic majority on the election board could "unscrupulously order a new election on a party line vote". Having lost statewide elections in November, the Republicans, many representing intricately gerrymandered districts, intend to rob incoming Democrats of the powers of their offices, voters be damned. The evidence already demands it.
Boyd also listed Dowless' office address when she dropped off over 230 voter registration forms at the Robeson County Board of Elections in September, according to board records reviewed by HuffPost. His support included a complaint by Dowless, a political operative and convicted felon, who claimed there was voting fraud in Bladen County, in the state's southeast.
In the election, McCready carried six of the eight counties in the district, including Mecklenburg.
A state election board spokesman confirmed Thursday that subpoenas seeking documents had been sent to the Harris campaign, the Red Dome Group, which worked for Harris, and the campaign committee of the sitting Bladen sheriff. One woman told WSOC-TV that Dowless "paid her $75 to $100 a week to go around and pick up finished absentee ballots".
Dowless, who told the Charlotte Observer that he did not commit any wrongdoing, declined to comment Thursday.
Dowless, who has worked on political campaigns in Bladen for at least a decade, touts his ability to mobilize voters to cast ballots by mail, according to people who know him.
"If somebody said something about the absentee ballots, it is just very possible that it didn't register with us", Woodhouse said.
Of particular concern is an absentee voting operation apparently run by a local operative named Leslie McCrae Dowless, who was reportedly working as a contractor for a consulting firm hired by Harris' campaign.
Wake County District Attorney Lorrin Freeman confirmed Friday that the FBI is assisting in the investigation.
