The national elections commission said that with 65 percent of the ballots counted, President Ilham Aliyev had received 86 percent of the vote in an early presidential election.
Aliyev won his fourth therm in an election boycotted by major opposition parties, who accused him of authoritarianism and suppressing political dissent.
But authorities rejected the criticism, insisting the vote was free and fair.
The head of state hailed the close cooperation between Azerbaijan and the SCO during the meeting with a delegation led by SCO Secretary-General Rashid Alimov in Baku.
Aliyev, 56, was first elected in 2003, after the death of his father Heydar Aliyev. Ilham Aliyev invited Alexander Lukashenko to visit Azerbaijan at any convenient time.
He cemented his position with two referendums, one in 2009 that scrapped a two-term presidential limit and another in 2016 that extended the presidential term to seven years from five.
Critics believe that the seven opponents that were allowed to run in the contest-the CEC did not accept the applications of seven other, better-known opposition politicians-are in essence puppets affiliated with Aliyev and the government.
